Single sheet tp is considered easier to use for some people. It is already cut and some handicapped people find it easier to use. Some handicapped people find regular roll tp difficult to ‘pull and tear’. Also, some hospitals consider pre-cut tp as more sanitary because the user will never have to worry about someone else touching the other sheets on the roll. Also, in the orthodox Jewish segment, it is against the Jewish law to ‘cut paper’ on the Sabbath, therefore pre-cut sheets are mandatory. Finally, there may have been existing dispensers in place that simply never got changed.
 
Kimberly Clark launched a new version of pre-cut sheets of tp a few years ago.
